i wonder if this was done, in part, to combat the idiocy of Discourse which spams the browser history with a bazillion useless links every time you stop scrolling while reading a thread

It’s a curious design decision, shown here when it comes to SERPs. Every comment being a page means every comment can be an individual entry.
