This article is a bit out of date. It looks like Cape launched for everyone. And, I saw a $99 plan. Note they use US Cellular as their network.
Cape, a startup that’s building a privacy-first cell service, is debuting its first phone and opening access to its telecom network to “at-risk” individuals starting today, the company shared with Axios.
Cape’s claim of privacy could be interpreted incorrectly by people - if you use a mobile phone and connect to any of the cellular networks, you can have no expectation of privacy
Cape is essentially nothing more than the billing department, they are not a network provider
regarding privacy, i think it was Republic Wireless (now defunct) that had a better plan as i recall - i think they sold phones that didn’t have a cellular radio and only connected to Wi-Fi networks
